The awesome feature about the Voice CTI dialer is that it has a disability add on called PhoneABLE which is also free which allows individuals with limited range of motion or other types of disabilities the ability to make calls using voice commands or keystrokes. This is a great option for people who are paralyzed, hearing/visual impaired, or in-patient at a hospital. The devices is compatible with handset or headset, and is compatible with both Windows 7 + Windows 8.

The major drawback for this software is that while it is free to use, the software is not 100% open source, and you need to purchase a telephony board device in order to make calls.
